Hanoi.  New floods that have put much of central Vietnam underwater have killed at least 11 people and left three others missing in the past week as water levels in many areas are still rising, disaster officials said Wednesday.In southern Ho Chi Minh City, residents were cleaning up from floods caused by rising tides on the Saigon River that burst through a dike, with hundreds of homes inundated on the outskirts of the commercial capital, local media reported.

In central Vietnam, the historic city of Hue, recognized as a UNESCO World Heritage site for its ancient citadel, authorities have evacuated 1,200 people and plan to move 18,000 others as the water level keeps rising, officials said.

“Many streets in Hue City are deep in flood water, up to one metre deep, and no cars or motorbikes can move,” said Phan Thanh Hung with the province’s flood and storm department.

The fresh floods come less than three weeks after torrential rains and flooding from a tropical storm killed nearly 200 people in central Vietnam.

The new floods have killed one more person in Thua Thien-Hue province since Monday and at least one person remains missing, Hung said, adding that a strong whirlwind also hit a school in the province Tuesday, injuring 22 school children and a teacher.

Reports from central Quang Tri, Quang Nam and Quang Ngai provinces say that the rain has ceased there but the flood water levels at rivers and springs keep rising.

“It’s not raining as hard today as yesterday, but water is everywhere and it is still rising,” said Tran Van Binh with the flood and storm department of Quang Nam province. “Many districts are inaccessible due to flood waters.”

Authorities in the affected provinces are assessing the damage cost of the floods and they fear the death toll will continue to rise, according to Van Phu Chinh, head of the flood and storm department in the central region.

In Ho Chi Minh City, the Saigon River rose to its highest level in 48 years and destroyed 55 sections of the dikes that protect residential areas, according to the English-language Vietnam News.

Hundreds of hectares of farmland and at least 140 homes were underwater by midweek, the paper said, and the city said a least 2.5 billion dollars in funding is needed to dredge canals and secure residential areas from flooding by 2020.

So far this year, floods and storms have killed at least 192 people in Vietnam, including seven people killed in Tropical Storm Lekima in early October and 82 in floods triggered by the storm.

Natural hazards and extreme weather threatened more people than ever before but the international community was not in a position to substantially reduce losses caused by such disasters by 2015, as proposed by the Hyogo Framework for Action, John Holmes, United Nations Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator warned the Second Committee (Economic and Financial) as it began its debate on sustainable development.

Mr. Holmes, who also chairs the International Strategy for Disaster Reduction, said massive floods across Asia and much of Africa, as well as recent natural disasters in Central America, Viet Nam and Haiti, clearly illustrated the link between climate change and the growing frequency and intensity of extreme weather worldwide. That made implementing the Hyogo Framework, a necessary stepping stone to attainment of the Millennium Development Goals, more important than ever.

Thirty-eight countries had created national platforms to reduce disaster risk and 109 Governments had designated official focal points to implement the Framework, he said. Stakeholders had also improved strategies and mechanisms to stimulate and coordinate disaster reduction and support actors at different levels. Public interest was also growing, as demonstrated by the wide and active participation in the Global Platform for Disaster Risk Reduction. Launched by the World Bank and the International Strategy for Disaster Reduction in September 2006, the Global Platform was a major instrument for helping low- and middle-income countries at high risk to increase investment in risk reduction and management.

Mr. Holmes, who introduced the reports of the Secretary-General on the implementation of the International Strategy for Disaster Reduction and on the result of the Global Survey of Early Warning Systems, noted that the latter document concluded that, while some early warning systems were well advanced, there were numerous gaps and shortcomings, especially in developing countries and in effectively reaching and serving people at risk. The survey called for the development of a globally comprehensive system, rooted in existing capacities, and proposed specific action to build national people-centred systems.

I. Diễn biến:Do ảnh hưởng kết hợp của áp thấp nhiệt đới gần bờ và không khí lạnh phía bắc tràn về nên vùng ven biển Thừa Thiên Huế có gió đông bắc mạnh cấp 6, giật trên cấp 6, biển động; Trong đất liền có mưa và mưa vừa, có nơi mưa to đến rất to.

1. Lượng mưa đo được từ 01 giờ ngày 30/10 đến 5  giờ ngày 31/10 tại các trạm như sau:

- Trạm Kim Long trên sông Hương:	490 mm
- Trạm Thượng Nhật trên sông Tả Trạch:	266 mm
- Trạm Khe Tre (Nam Đông):	416 mm
- Trạm Phú ốc trên sông Bồ:	391 mm
- Trạm Tà Lương (A Lưới):	333 mm
- Trạm Phong Mỹ trên sông Ô Lâu:	373 mm

2. Mực nước lớn nhất trên các triền  sông  như sau:- Tại trạm Thượng Nhật trên sông Tả Trạch: 61,38 m. Dưới báo động II là 0,62m; Lúc 18 giờ ngày 30/10/2007.- Trên sông Hương, tại trạm Kim Long: 3,90 m. Trên báo động III là 0,90m; Lúc 02 giờ ngày 31/10/2007.- Trên sông Bồ, tại Trạm Phú Ốc: 4,78 m. Trên báo động III là 0,28 m; Lúc 20 giờ ngày 30/10/2007. - Trên sông Ô Lâu tại Phong Bình: 2,48 m. Trên báo động III là 0,48; Lúc 04 giờ ngày 31/10/2007.

3. Mực nước của các trạm trên các triền sông lúc 5 giờ ngày (31/10/2007) như sau:- Trên sông Hương, tại trạm Kim Long:  3,70 m; trên báo động III là 0,70 m.- Trên sông Bồ, tại Trạm Phú ốc:            4,30 m; dưới báo động III là 0,20 m.Mưa lớn trên diện rộng toàn tỉnh kết hợp với triều cường đã làm mực nước ở các sông dâng lên rất nhanh, gây lũ lớn ở các vùng trong tỉnh, hầu hết mực nước các sông đều trên mức báo động III. Sông Hương  vượt báo động III là 0,90 m, sông Bồ mực nước lũ vượt báo động III là 0,28 m. Đặc điểm của đợt lũ:+ Cường độ mưa lớn, lượng mưa trong 01 giờ tại Huế là 106mm, Bình Điền 138mm và Khe Tre 80mm.+  Lũ lên nhanh, cụ thể tại trạm Phú Ốc tốc độ nước dâng lên sau 1 giờ là 1,49m/1giờ; tại Kim Long Huế 0,44m/1giờ.Cường độ mưa lớn, nước rút chậm nên nước mưa đã làm ngập hầu hết các tuyến đường trong thành phố Huế từ 0,3 – 0,5m.

II. Giải pháp đối phó, chỉ đạo:

1. Công tác chỉ đạo:Trước tình hình diễn biến nguy hiểm của mưa lũ, Ban chỉ huy PCLB và TKCN tỉnh đã có Công điện số 12 CĐ/PCLB hồi 11 giờ ngày 30/10/2007 yêu cầu các địa phương, đơn vị triển khai các phương án đối phó với tình hình mưa lũ để đảm bảo an toàn tính mạng và tài sản nhà nước và nhân dân; Thông báo lũ số 122/TB-PCLB ngày 30/10/2007 và Báo cáo nhanh số 123/BC-PCLB ngày 30/10/2007 về tình hình mưa lũ.UBND tỉnh đã có Công điện khẩn số 15 CĐ/UBND ngày 30/10/2007 chỉ đạo các địa phương, đơn vị khẩn trương triển khai ngay các phương án đối phó với mưa lũ.

2. Công tác triển khai:Lãnh đạo Tỉnh ủy, UBND tỉnh, Ban chỉ huy PCLB và TKCN tỉnh, lãnh đạo các huyện và thành phố Huế, các thành viên Ban chỉ huy được phân công đã tổ chức bám sát địa bàn kiểm tra đôn đốc các địa phương, nhất là các vùng xung yếu để chỉ đạo sơ tán di dời dân và triển khai các phương án đối phó với lũ,  kiểm tra các hồ chứa nước lớn trên địa bàn.Bộ chỉ huy quân sự tỉnh, Bộ chỉ huy Bộ đội Biên phòng, Công an tỉnh  đã triển khai lực lượng phối hợp với các địa phương để di dời dân những vùng nguy hiểm đến nơi an toàn và sẵn sàng tham gia ứng cứu.Công tác kêu gọi tàu thuyền: Theo báo cáo nhanh của  Bộ chỉ huy Bộ đội Biên phòng tỉnh đến 11 giờ ngày 30/10/2007 đã phối hợp với các địa phương, đơn vị tổ chức kêu gọi hết các phương tiện vào bờ trú ẩn an toàn với 66 phương tiện/454 lao động. Đã tổ chức neo đậu an toàn cho 647 phương tiện, trong đó có 7 phương tiện các tỉnh bạn (05 phương tiện ở Quảng Bình, 01 phương tiện ở Đà Nẵng và 01 phương tiện ở Quảng Ngãi).Công tác sơ tán di dời dân: Tính đến 5 giờ ngày 31/10/2007, các địa phương đã triển khai di dời được 898 hộ với 3.652 khẩu từ vùng thấp trũng, vùng có nguy cơ bị lũ quét và trượt lở đất đến nơi an toàn. (Trong đó, thành phố Huế: 500 hộ với 2.265 khẩu; Phong Điền: 398 hộ với 1.387 khẩu). Ngoài ra, 960 hộ vạn đò ở thành phố Huế với khoảng 6.300 khẩu đã được di  chuyển đến các điểm neo đậu an toàn tại các sông Kẻ Vạn, Đông Ba, An Cựu và hai bên bờ sông Hương.Các địa phương khác đã tổ chức sơ tán di dời dân, tuy nhiên đến thời điểm báo cáo các địa phương chưa tập hợp kịp. Ban chỉ huy PCLB và TKCN tỉnh tiếp tục nắm để cập nhật trong báo cáo tiếp theo.

III. Tình hình thiệt hại bước đầu:Hiện nay, mực nước lũ ở các địa phương đang ở mức cao, thiệt hại về sản xuất, cơ sở hạ tầng trên địa bàn toàn tỉnh chưa xác định tổng hợp đầy đủ. Theo báo cáo nhanh của các ngành và các địa phương, thiệt hại bước đầu toàn tỉnh như sau:

1. Về người:

+ Người chết: Có 01 người chết (Lê Văn Trung, sinh năm 1965 trú tại 15/11/187 Phan Đình Phùng, Phường Phú Nhuận do trượt chân ngã).

+ Người bị thương: Có 23 người bị thương do một cơn lốc lúc 15 giờ 30′ ngày 30/10/2007. Trong đó,  Hương Trà: 21 người (20 học sinh và 01 cô giáo trường Trung học cơ sở Hương Phong) và 02 học sinh ở Quảng Điền.

2. Về nhà ở:  Có 131 nhà và 04 phòng học bị tốc mái, trong đó: Phú Vang: 09 nhà ở xã Phú Thanh; Quảng Điền: 122 nhà (Quảng Thành: 57 nhà, Quảng An: 16 nhà, Quảng Phú: 19 nhà, Quảng Thọ: 30 nhà và 04 phòng học).

3. Tình hình ngập úng:Do mưa to với cường độ lớn nên gây ngập úng trên diện rộng.        

+ Các Phường: Kim Long, Phú Bình, Phú Hiệp, Phú Cát, Phú Hậu, Xuân Phú và các Phường nội thành tập trung các đường: Thánh Gióng, Lê Thánh Tôn, Nguyễn Xuân Ôn, Trần Quốc Toản, Lê Đại Hành… thuộc thành phố Huế ngập bình quân 0,5 đến 0,7m, có nơi ngập sâu nhất từ 1m đến 1,5m.

+ Các xã dọc theo triền sông Bồ, sông Ô Lâu như: Phong An, Phong Sơn, Phong Hiền, Phong Hoà, Phong Chương, Phong Bình thuộc huyện Phong Điền ngập bình quân 0,5m; Tỉnh lộ 49B ngập 0,7m.

+ Các xã: Quảng Thọ, Quảng An, Quảng Thành, Quảng Thái, Quảng Lợi ngập từ 0,3 đến 0,5m;  Tỉnh lộ 4B, 8A, 8B, Quốc lộ 49B qua địa phận huyện Quảng Điền; Phong Điền, Hương Trà ngập từ 0,5 đến 1,0m.

+ Các xã: Phú Thanh, Phú Mậu, Phú An, Thị trấn Thuận An thuộc huyện Phú Vang;  Hương Phong, Hương Vinh, Hương Vân, Hương An, Hương Toàn huyện Hương Trà; Thuỷ Thanh, Thuỷ Tân, Thuỷ Châu thuộc huyện Hương Thuỷ ngập sâu từ 0,5 đến 7,0m.

4. Tình hình các hồ chứa nước:Hiện nay mực nước của tất cả các hồ đều đã qua tràn. Trong đó:

+ Mực nước Hồ Truồi lúc 20 giờ ngày 30/10/2007: 39,1m (cao trình ngưỡng tràn 36,0m); Nước đã qua tràn 3,1 mét.

+ Mực nước hồ Hòa Mỹ lúc 20 giờ ngày 30/10/2007:  37,67m (cao trình ngưỡng tràn 35,0m); Nước đã qua tràn 2,67 mét.Hiện nay, tình hình các hồ chứa nước trong Tỉnh  đều an toàn.

Long An – To persuade more residents in flood-prone areas to move into new flood-proof settlements, authorities in the Mekong Delta region must help them find new livelihoods, delegates told a seminar in Long An on Tuesday.

At the seminar held to review the first phase of the region’s Flood-proof clusters programme, deputy chairwoman of the An Giang Province People’s Committee, Pham Kim Yen said: “Provincial authorities must pay attention to the environment, employment opportunities and income of these people”. The objective of the programme was to improve the living standards of people in flood-affected areas, she reminded the delegates.The first phase of the programme began in 2001 and will wrap up by the end of this year, and the second phase will be carried out between 2008 and 2010.

According to the figures from the Construction Ministry, in the first phase, provincial authorities raised the foundations and built embankments for 811 out of 820 flood-prone clusters in eight provinces.

More than 81,500 houses were also built in these settlements.

More than 110,700 out of the 147,365 families in flood-prone areas targeted by the programme have moved into the new clusters.

Minister of Construction Nguyen Hong Quan said provincial authorities, following instructions from Deputy Prime Minister Nguyen Sinh Hung, had begun to address the problems to encourage more people to resttle in the new clusters and to convince those already resettled to remain there.

However, Quan said, the settlements built in Long An and Hau Giang provinces and Can Tho City were not very attractive to residents, Duong Quoc Xuan, chairman of the Long An People’s Committee, said many residents in flood-prone areas were reluctant to move into the clusters because the province had not seen serious floods in the past few years.

The Ministry also called for preparations for the second phase of the programme.

The Chairman of the Dong Thap province People’s Committee, Truong Ngoc Han, said the second phase should focus on families living near rivers and canals, in stilt-houses (built on rivers and canals), and in river areas affected by soil erosion.

An official from the Ministry of Planning and Investment said new clusters should be located in “suitable” places, which would enable residents to earn an living and increase their incomes. Otherwise, it is a waste of money, he said.

Truong Van Tiep, secretary of Long An Party Committee, said a well planned programme would enable residents “co-exist” with floods.

 Faire un état des lieux de la coopération entre la France et le Vietnam et explorer le champ de nouvelles perspectives des relations qui relient les 2 pays. Telle est la volonté des organisateurs des 7es Assises de la coopération décentralisée franco-vietnamienne.

“Coopération franco-vietnamienne pour le développement” est l’intitulé des 7es Assises de la coopération décentralisée franco-vietnamienne qui se déroulent le 22 et 23 octobre au Palais des congrès Marcel Dufriche (Paris-Est) à Montreuil, en Seine-Saint-Denis. Quelque 800 acteurs français et vietnamiens participent aux assises dont les objectifs sont de favoriser l’échange d’expériences entre collectivités territoriales françaises et vietnamiennes, d’analyser les atouts et les freins de la coopération décentralisée franco-vietnamienne, d’identifier les pistes d’amélioration dans la mise en oeuvre des coopérations entre les collectivités locales des 2 pays et d’ouvrir les perspectives de travail et de développement des actions. Le ministre vietnamien de l’Intérieur, Trân Van Tuân, y est présent.

Le député-maire de la ville de Montreuil, Jean Pierre Brard, a ouvert la séance en déclarant que ces assises constituaient une occasion pour que les collectivités des 2 pays évaluent leur bilan de coopération dans le but de consolider et de développer leurs relations bilatérales. D’après lui, la coopération décentralisée a pour vocation à mettre en oeuvre ce type d’échanges entre collectivités étrangères. En souhaitant que ces assises soient “avant tout utiles et ouverte sur l’avenir”, le maire de Montreuil a insisté : “À l’heure où le Vietnam entre dans l’ère du développement, qu’il se transforme à une vitesse spectaculaire et que sa présence sur la scène internationale se renforce. L’objectif est de faire cette rencontre un moment plus fort qu’un simple bilan et d’imaginer les échanges de demain.”

L’ambassadeur vietnamien en France, Nguyên Dinh Bin, a estimé qu’en plus de 10 ans d’existence, la coopération décentralisée franco-vietnamienne a connu de “différentes étapes”, des “moments difficiles” et des “moments favorables”, mais elle a manifesté la “forte vitalité” d’une forme de coopération “diverse, riche et originale” reposant sur de solides relations de solidarité, de coopération pluridisciplinaire et durable entre les 2 pays. C’est le moment de faire passer cette coopération à un stade de “partenariat égal” dans l’intérêt “réciproque”, a relevé M. Bin. Il s’est déclaré convaincu qu’avec les efforts communs et l’esprit de coopération, les 7es assises serviront de catalyseur au développement de la coopération décentralisée franco-vietnamienne dans les temps qui viennent.

Organisées pour la première fois en 1996, les Assises de coopération décentralisée franco-vietnamienne constituent un rendez-vous biannuel qui rassemble des collectivités françaises et vietnamiennes ainsi que de nombreux acteurs s’inscrivant dans les échanges entre les 2 pays. À part les sessions plénières, 4 ateliers sont ouverts dans les quels les acteurs vietnamien et français discutent autour de 4 thèmes : coopérations économiques, aménagement des territoires et l’environnement, coopérations culturelles et éducatives, et la francophonie, et enfin co-développement. Un protocole de coopération tripartite a été signé hier entre le Vietnam, la France et le Mali. Parallèlement aux assises se déroule la Semaine culturelle vietnamienne depuis le 13 octobre. L’étape prévue autour des assises, qui se termine aujourd’hui, offre une journée portes ouvertes-consultation d’ouvrages sur le Vietnam contemporain, des projections de films pour enfants et adultes, un débat entre jeunes, un concert, une exposition consacrée au Président Hô Chi Minh et un spectacle.

Meeting on up-to-date information of storm Lekima

 This morning (23/ 10), the Standing Office of the Central Committee for Flood and Storm Control in coordination with UN Office in Viet Nam organized a meeting to share information related to the storm Lekima (storm No.5). The meeting was supported by the NDM – Partnership. The objective of the meeting was to provide overall picture about the situation, up-to-date information on the damage caused by the Storm Lekima (storm No.5) and aftermath floods and on emergency responding efforts of the government of Viet Nam and civil organizations, and what are needed now and in the near future to help people at the localities to recover from the disaster. 

Mr. Dao Xuan Hoc, the Deputy Minister – Deputy Chairman of CCFSC and Mr. John Hendra, United Nations Resident Coordinator in Vietnam, chaired the meeting. In addition, more than 60 participants from agencies and international organizations in Vietnam attended the meeting.

The meeting shared 4 following reports:

1.      Report on damages caused by storm Lekima (storm No. 5) and floods after the storm, relief activities and damage recovery (presented by Mr. Nguyen Xuan Dieu – Deputy Chief of CCFSC Standing Office)

2.      Joint rapid assessment on damage and needs of DMWG (presented by Mr. Bryn Tucknott – Oxfam representative).

3.      Emergency relief – need and contribution vis a vis coordinations (presented by Mr. Dang Van Tao – IFRC).

4.      Joint rapid assessment on public infrastructure damage in 4 provinces of Ninh Binh, Thanh Hoa, Nghe An and Ha Tinh (presented by WB representative).

 HA NOI — Prime Minister Nguyen Tan Dung yesterday sent his condolences to the families of those affected by recent floods and issued a directive to a number of Gov’t agencies.

In his message to the National Steering Committee for Flood and Storm Control, the National Committee for Search and Rescue, Viet Nam Television, the Nhan Dan (The People) newspaper, the Vietnam News Agency, the Office of the Party Central Committee, the Office of the National Assembly and the Office of the State President, the Prime Minister praised the efforts made by the Party committees, authorities and people in the flood-hit provinces and cities.

He called on provincial authorities and relevant committees to continue their flood-relief efforts. He also called on them to make damage-assessment reports and to suggest ways to best help residents in flood-hit areas.

The Viet Nam Red Cross yesterday received VND150 million (US$9,400) from the Viet Nam Philip Morris Company for flood victims.

In response to the disaster the International Red Cross and Red Crescent Societies in Viet Nam donated 200,000 Swiss francs ($170,700), the US public and the US Government gave US$100,000, the UK Red Cross gave 36,000 pounds ($73,700), the International Save the Children Alliance gave $25,000 and the Spanish Red Cross donated 16,000 euros ($22,800).

South Korea’s Ambassador to Viet Nam Im Hong Jae personally donated $50,000 on behalf of the government and people of South Korea to the victims of the floods.

Floods in central Viet Nam claimed the lives of five more people yesterday, adding to Thursday’s death toll of eight, the Central Committee for Flood and Storm Control said.

Quang Tri reported four deaths, Quang Nam and Quang Ngai three deaths in each, Thua Thien – Hue two and Binh Dinh one.

Four other people in Quang Tri and Quang Nam were still missing.

Central provinces were stepping up efforts to recover from the aftermath of the flood.

With around 80,000 houses under water, almost 1,400ha of rice and subsidiary crops waterlogged and many roads eroded, provincial officials in Thua Thien – Hue have asked the Government for 1,000 tonnes of rice to support those areas worst hit, as well as drugs, chemicals for environmental disinfecting and funds for immediate reparation of traffic and irrigation systems.

In Binh Dinh, the Committee for Flood and Storm Control evacuated more than 2,800 households from areas at risk of flooding and landslides and the provincial Red Cross co-operated with local officials to hand out food and drink supplies to inhabitants in the worst flood-hit areas.

In the province’s two districts of Hai Lang and Trieu Phong, almost 10,100 houses were still submerged, and roads and dikes were still badly damaged.
Local people in Binh Dinh and Nghe An Provinces have already begun to disinfect drained areas, repair houses, dikes and irrigational works with support from local authorities.

 The entire Quang Dien District in Thua Thien Hue Province remains under water

The death toll in Vietnam’s central provinces jumped to 15 yesterday after heavy floods devastated the region, decimating thousands of hectares of crops and taking a heavy toll on the tourism sector. The provinces hit hardest were Quang Nam, Thua Thien Hue, and Quang Tri.  

Quang Nam: six dead Six people were confirmed dead yesterday and three were critically injured after being swept away by fast moving waters in Quang Nam. Floods also triggered landslides and cut off traffic to many districts in the province.Thousands of hectares of crops and fisheries were destroyed with material losses now estimated in dozens of billions of dong (VND1 billion=US$62,500).Hoi An, an ancient town in Quang Nam Province, was also hit hard as floods submerged the area, leaving thousands of tons of garbage floating in the town’s streets.Despite cleanup efforts, little progress has been made.Problems have been exacerbated as much of the town’s infrastructure has been eroded, posing an imminent risk to the foundations of old houses.The floods have also left around 4,000 foreign tourists stranded in the town, authority said. 

Quang Tri: five dead Quang Tri authority confirmed yesterday that five individuals had perished after being swept away by the floods.Major roads in the province were severely damaged and traffic to local districts had been severed.Around 10,000 houses are still under water and several local dykes have burst. Meanwhile, other major infrastructure remains in a precarious state. 

Thua Thien Hue: four dead Three more people were con-firmed dead in Thua Thien Hue yesterday, bringing the death toll in the province to four.Many major traffic routes were destroyed along with thousands of hectares of paddy fields, and at least 15,000 poultry and cattle have been killed.Some 80,000 local households have been submerged, with damage estimated around VND95 billion (US$6 million).Nearly 50 percent of local communes are still under water, authority said yesterday.Local authority have begun the monumental task of cleaning up and the General Assembly of the International Association of Francophone Mayors (AIMF) is still slated for October 24-27 in the province.As of yesterday, heavy rains continued to lash the province.
